Connecticut Republicans and Democrats seem closer to a budget proposal -- but it's not without controversy. 

Democrats are proposing an increase in the state sales tax. Governor Malloy is making cities and towns nervous with his proposed cuts to education cost sharing payments. Republicans think they can come up with a better union concessions deal.
