Gov. Malloy's Transportation Lockbox Won't Appear on November 2016 Ballot

Voters will have to wait to possibly change Connecticut's constitution to ensure transportation revenues are spent only on transportation projects.

A resolution calling for a constitutional amendment that would create a so-called transportation lockbox fell 14 votes short of the 114 needed in the House of Representatives for a statewide ballot question in November 2016.

Instead, the resolution passed 100 to 40.

It's now up to the 2017 General Assembly to put the question on the 2018 ballot.

Democratic Governor Dannel Malloy wanted the lockbox legislation passed as soon as possible. He is pushing for a massive, 20-year, $100 billion transportation overhaul that will likely require new transportation-related taxes.

Malloy has said voters will support spending more money on transportation if they're guaranteed it won't be spent on other programs.
