Voters in Preston have chosen a new project for the former Norwich State Hospital site. The development is a billion-dollar luxury resort.

Preston voters had a choice of two plans in Tuesday’s referendum. The winning bid is from Northland Investment Corporation, a developer based in Massachusetts. Their plan is called Preston Green and calls for a championship golf course, upscale homes, a marina and five star hotels. Northland says the resort will be low impact in terms of traffic and demand for town services, but will bring cash into the community.

The developer estimates that the project will create 4000 construction jobs, and 1500 other jobs during construction, and will then employ another 1500 to operate the resort. Preston residents hope the decision will bring an end to the Utopia saga – the Long Island based developer had promised to build a movie studio complex and theme park on the 400 acre site, but failed to come up with cash to clean up the contaminated land.
