Governor Dannel Malloy touted accomplishments related to property tax reform and investments in transportation during a press conference on Thursday at the State Capitol, while reporters questioned him repeatedly on his earlier promise not to raise taxes.
Malloy said there's no plan yet for a special session of the legislature.
Malloy also took several questions about how he is responding to large businesses talking openly about leaving Connecticutif they face new tax obligations.
"We need to be competitive," Malloy said. "We have the second-lowest effective corporate tax rate in the nation, second only to North Carolina. That's the reality of who we are, and what we are, when it comes to corporate tax. The legislature has decided to make some changes in that, to support a budget which has been negotiated -- not the budget that I proposed on February 18. I think those discussions will continue. Not just for a special session, but continue on an ongoing basis."

Malloy said he's tried to find the right balance between those who celebrate the budget and those who find parts of it troubling.
On transportation funding, Malloy praised the success of shifting some sales tax into a transportation fund, creating enough revenue to make future bonding for projects a possibility.
